Poverty, slum, overcrowding, disease, crime, immigrants, addiction - pervasive problems. Didn"t recognized systemic problems associated w capitalism and attack the core of problems; blamed on working class/poc (anyone who wasn"t white middleclass christian) Wanted to fix problems by attacking minorities; wanted to fix/educate them. Minorities needed to be educated w values of middle class. Orderly, hygienic, hard working - didn"t preserve them as any of. Tried to solve problems by education through lobbying and legislation, philanthropy, these things beautification. Beautiful environment = elevated sense of morality. Will need help of social reformers or gov; will naturally survive because you were born naturally strong. Strong = meant to survive; weak = die off. Many social reformers were advocates of eugenics movement. Fed into racist and classist belief; white middle class = strong = meant to survive; everyone else meant to die off, don"t need to be helped because it is the naturally order of how things are to be.
