Government is who sets agenda in terms of policy. We will look at processes they go through to get issues on agenda. Windows , three steams, when they come together, it opens window for an issue to get onto the agenda. Institutions the norms and procedures of govt such as electoral system, who initiates legislation , the relationship between legislator and judiciary (these are legal side, where we have our legal branch of govt) Autonomy characteristic we talk about when trying to understand govt rule in policy: acts in a way that looks at welfare of entire country rather than protecting interest of few. To some extent that are related to this idea of autonomy. Equitable access to influence policy with no one interest group having power pluralism. If we believe power is aligned with public choice civil servant and government interest. Elitism says there are specific interest groups that have a whole lot of power.
