Talked about the challenge of the implementation gap, the idea that even though actors involved, the more challenging it is to have something implemented as planned. (end product should align with the agency that made it) ex. If the liberal government creates a policy (patients first), ideally the outcome aligns with the ideologies and beliefs and values that that government has. Need to consider scope of control = understand not only how wide or narrow a government wants the conflict to be (in terms of the issue), but also what they actually have control over. What the fed government actually has control to do vs. the prov. Constitution act #91 & #92 = provinces are responsible for hospital +health care. Comparing and contrasting ontario"s action plan for health care vs. Meant to tell us what potential policy options exist, however, neither really provides a clear action plan.
