Involves the personal agents of the monarchs administrating the state. Power flows clearly downward allowing everybody to know responsibility: the same set of formal rules operate throughout the entire system. Tells you what the best way is to get to point a to pint b, not what is most important (instrumental rationality) Implementation; but with this comes power (even legislative power) a: agenda setting and policy advice, policy advice; what politicians know matters, articulating interests; is clientelism too far, political stability; even with spoils system. French centralization, strongly grounded on merit basis. In 20th century there was a massive growth in: Late 20th/early 21st centuries; new public management (npm) Quangos; exists both within and outside the government, using their autonomy as a way to be more responsive to the markets. Are a response to rational actor models: based on the idea that human beings think a certain way; rank ordering their preferences and try to maximize their top rank preferences.
