This time encapsolates a time when federal gov used economic strength to shape/craft new policies. Wanted to build/bring country out of previous difficult years. Began b/c federal initiative but w/ provincial cooperation. Share/cost grants - new area of spending using federal and provincial dollars. Conditional grants: federal sends money to province under condition that it must be spent how federal gov wants it to be. Interaction w/ cabinet ministers (federal) interacting with their counterparts at the provincial level. Willing to accept direction and conditions set my federal government (50s-60s) Capacity of provinical gov is improving --> results in competitive federalism.
