Lecture 2: the what and why of local government: local government is municipalities and special purpose bodies. Municipalities are the core of local government. Special purpose bodies share characteristics with municipalities: these characteristics shared by municipalities and spb"s: All local gov are distinct legal entities, incorporated through legislation. Governing body: controlled thru governing body, most members are local citizens but don"t always have to be (ex: former mayor of london, joe fontana, was not actually from london but owned property here, making him eligible to vote) Access to public money: through a legally de ned channel (taxes, user fees, grants from other governments) Decision making authority: some special purpose bodies can make recommendations but do not have decision making power. Jurisdiction over de ned territories: all citizens of these areas are automatically under the jurisdiction of these local governments, receive services: in canada, local governments have no constitutional recognition.
