Mayors and political leadership: essay: most articles used in essay will be municipality files and news sources, but use academic sources to discuss analysis of decision. Frame analysis towards the academic literature/things you"ve learnt. Responsible for preparing budget, gives more authority. Have veto power, can only be overturned if an advanced council majority is achieved. Larger functional scope over things like school system, etc: weak mayor system: mayor really has very few distinguishing powers from rest of council. In a lot of places there is no directly elected mayor, either appointed by council or councilor with most votes gets mayorship: ceremonial head of council, vote is not worth more or less than rest of council. Institutional powers: canadian mayors at the weak end of spectrum. A lot of powers are ceremonial: formal powers (municipal act, city of toronto act) Referred to as ceo, but does not have a lot of power (confusing instead)
