Two teenagers shouldn"t have two levels of sex ed just because they live in different areas. In 8 states, what teachers can say on homosexuality is limited. In utah, no teachings can be focused on technique. Congress increased funding for abstinence based programming. Just saying don"t do it isn"t practical since most have sex by 17. By leaving out information, you are doing more damage.
