Mental health courts: address needs of persons with mental illness. Participation voluntary and must admit to guilt. Violence and sec crimes are not included. High rates of non-compliance with the conditions by the courts. People who don"t have a stable residence or drug abuse problems have troubles completing the program. Focus on addressing underlying problems of offenders, victims, and communities.
