Keep in mind though, that a census only records those people who have a permanent residence at which they can be recorded. Homeless people, who number upwards of 250,000 in canada, consequently are missing from the census. Yet, in large cities such as toronto with a substantial number of homeless people, this "statistically invisible" segment of the population can actually place great demands on municipal social services such as food banks and shelters. In some countries the usefulness of censuses is also compromised by the fact that they can be discriminatory. For example, some countries purposely exclude native peoples from enumeration so as to under represent their numbers and downplay their importance. Even in some core countries, the inclusion of natives is relatively recent: until 1967, australian censuses did not record any aboriginals.
