World politics still about states, power, and anarchy. States are autonomous relative to societies, pursuing national interests, and fearful. The order in the gpe is re ective in the priorities and strategies of the most powerful states in the system. States may sacri ce wealth for relative power. It"s better to be the most powerful state in a collection of poor states, than to be a relative weak state in a collection of powerful states power = most important. But descriptively liberal policy can be a realist cause of forces. Peace, high levels of interdependence, institutions are consequences of u. s. hegemony, and are not constraining.
