He says that no society without the system of law to regulate its nation and of its members. International law is the body of rules and regulation that govern the rules and nation states. We must accept the idea that states are the individuals in the global community. International law is more than a set of rules of individuals states that belong to this global community/society. Helps create and sustain a global community. Also would need to adapt toward the needs of the society. Should be the instrument in the development of the society.
