Sometimes they don"t respond well to decision-makers) declines: policy community, sub-government- link between state and public, objective: how do you get into the sub-government, support parties that may become government, or, somehow find a way into sub-government. Pressure groups: attentive public- does not have a seat at the table. Protagonist: antagonist in the case is the state and the other group, antagonist- generally, the state, beneficiaries, claims, failure, acceptance as a valid representative, consultation, negotiation, formal recognition.
