When the government is personal, the ruler is a king, and when the citizens rule and are ruled in return, he is called a statesman. There must be a union for example between men and women, and there must be a natural ruler and subject for those to be preserved. Barbarians don"t have a ruler, therefore there is no distinction between men and women, people and slaves, they are all slaves as they have no ruler. The first association is family, to take care of men"s everyday needs, then when several families unite, a village is born. The eldest rulers the family, therefore it is of a kingly nature. When villages unite you have a community, either fully or close to self-sufficiency. States come to be to meet the bare needs of life, but remain together to realize the good life. Since all relations before this are natural, the state is natural, as something"s end is what makes it natural.
