Israel is a democratic system and the system is proportional representation not majority system that we have. There is parliament with a 120 seats there is a single constituency, which is divided by different localities. The voters vote for the list not for members. The threshold for getting into the election is very low. Israeli election is very low which is why it is very hard for any single party to win seats and there is never a majority government. Ranking is very important because is one part can get two seats then the two n top get in not the rest. If a party wins 10 seats then the top ten individuals on the list will win a seat. If a member resigns or dies the person next in line will get in. Different parties have different ways of providing lists. The rabies chooses ultra orthodox parties lists.
