Recommendations for change, governments at all levels need to come together to improve the condition of homelessness. Eg. a homeless policy could include, health, justice and correction services, housing, education and child welfare. It"s not just one institution in a government. Increasing the supply of affordable housing: all levels of government should try to strive for housing first (housing is a fundamental need of all people in order for them to thrive in society). People need affordable housing and then assess and identify what their other needs are (perhaps meeting with a gp or a mental health therapist, further advancing education, job support and search): ending chronic and episodic homelessness.
