Capacity enhancement approach: capacity: skills that someone may have. Identifies those capacities that aren"t entirely recognized amongst those community members. They archive, and tell the stories of the victims of abuse of residential schools. Community-based narrative: no community is entirely homogenous bc of values, narratives, the ability to participate in the narrative is through community celebratory events. What is needed for a meaningful way to evaluate community events: participatory democracy: suggests that as citizens, we have a role in creating the city that we want to see.
