Deciding how managers make goal-setting theory operational is often left up to the person or individual in charge. There are some managers that set aggressive performance target, however, there are many managers that don"t even set goals. A more systematic way to utilize goal setting is with management by objectives (mbo). This was an initiative most popular in the 1970s, however, it is still used today. The overall objectives of an organization are translated into specific objectives for each level: But because lower-unit managers jointly participate in goal setting, mbo can work from the bottom up and the top down.
