Lawmaking (how a bill comes to be: house, bill introduction: type up bill, drop in hopper. Receive about 10,000 bills: referred to committee that has jurisdiction, key gate-keeping rule for congress, committee decides whether or not the bill will pass, sorts through bills, selects few. Narrow down to 1,400 bills: increase efficiency by getting rid of duplicate bills + minority party bills, committee: members of the majority party. Can"t get out of a committee can"t become a law: subcommittees: chair is from majority party. Experts in this field for the bill: role, hearings: find out more about the bill. Collect information in order to make recommendation to floor: markup: make own changes to bill based on expertise. Insert something that a constituent/lobbyist would want: full committee makes recommendation: if bill has a favorable decision, it will go on to next step. Open rule: anyone can offer an amendment.
