By the end of the 1700s, a particular notion of decline set in in parts of the muslim world. There were theories of why this decline took place. Within the ottoman territories, there were a number of reasons why: 1776: ottomans signed capitulation treaties with the russians, british, french. Sufism is an antidote to the conceptions of decline. Reason for decline #1: lack of piety. Shift of modern education in the science area opens the door for european educators; opening schools/learning institutions dedicated to military technology and know-how. Distorted sufism began to be seen as a problem for decline. The sufi tariqas became inherited tariqas; practices became more ceremonial; mode of spirituality was seen as part of the problem. Corrupt leaders because of some aspect of sufi practices because a leader gives a nod towards the sufi tariqa. Islamic state is not amenable to a single code because it is a collection of different ideas.
