To find this number, the government asks people a series of questions: If no, the surveyor then asks did you look for work in the last month? . If you didn"t work in the last week, and looked over the past month then you are classified as unemployed. Worked, even part time, in the last week, Did not work in the last week, but did look for job over the last month. Did not work in the last week or actively look for job in last month. Ex) retired people, full-time students, stay at home parents are all not in the labor force (they are using their time for other things) Ex) december 2015= 91,808,000 people not in labor force. Estimates of discouraged workers varies, but it probably not that significant overall. Non-institutional (not in prison or long term hospital, not in mental institution) this is the total population we are considering when considering people eligible for work.
