He didn"t want the us to get involved in conflict without being prepared, so he (in 1916) went to. Congress to build a bigger navy (looking for leverage against british empire), strengthens the infrastructure of us (increasing army, training police more intensely), and attempted to mediate conflicts (failed almost every time). They joined the war in 1917, and were a critical part in the end result of the war.
