Prisoners are not successful members of society to being with. Prison only makes it more difficult to live successful lives within the law. Most have substance abuse issues which are not treated. Almost half of incarcerated inmates have not completed high school. Little money is spent on re entry for prisoners. 95% of prisoners will be released back into the community. Reentry programs are usually first to be cut in budget crisis. Incarceration without rehabilitation does not guarantee community safety. Traditional incarceration, probation, and parole are failing to limit the number of prisoners returning to prison after their release. Criminal justice system is turning to new sanctions for offenders. These sanctions are known as intermediate sanctions. Sanctions between prison and traditional probation and parole. Incarcerating offenders is a huge expense and despite the record number of people sentenced to prison, a record number are being releases. Prisoners returning to the community can cause other social problems.
