Motivated by a fear the other side will win and the desire to gain the advantage. Creates a window of opportunity to totally crush the opponent and promotes internal innovation. The rise of the military-industrial complex: an immense military establishment discourages opponents from attacking, implications. Toil gets wrapped into every section of civil life too.
