Could affect low level government workers of the bureaucracies and legal system. Usaid-improve training and increase salaries for public employees. Better training results in less corrupt workers overall improving governments legititmacy and functionality, reverses cycle of corruption. Strengthen legal system, public management, and other public sector works. Expensive/difficult to transfer over policies that work in one country to another. Increases incentives to have public sector reforms- proven ineffective but doesn"t go into detail why. Relieve pressure on recipient capital to establish policies that attract private capital. Weakens governments accountability- hinders development by its own, Once program stopped getting aid funding-institution that was established failed-dependency theory. Donor orgs hire everyone that could work for the actualy government.
