Out of all of the people putin could have picked when, medvedev was most liberal. Medvedev talked a lot about modernization, frustrated that quality of life for russians was low, regretted not fixing it. After medvedev presidential victory in 08 he appointed putin. Putin met with opposition figures and even began using modernization himself. Medvedev said democracy is universal to people and should be enjoyed by all. Place where business and industry could work together without restraints of bureaucracy. Did not succeed as he wanted it to for it has been harassed by government officials. Makes a call to see what decision to make. Did not work because old judges were put under control of new judges and corruption continued. Medvedev put back in place direct election of governors after putin stopped it. Medvedev leaving the presidency inspired social movement to challenge the corruption putin would bring.
