Tilly (1990) argues that the military is at the heart of the modern state. The only sanctioned violence is state sanctioned violence. In a geopolitical context, the threat of/ability to wage war grounds much foreign policy. Our understandings of war and violence depends varies among different cultures. One of the issues in the us with the military has to do with the budget. Based on graph, there seems to be an inverse relationship between spending on military and education. The more spending on military, the less spending on education. States that have more of a global influence have higher military spending. Spend money on the threat of force in order to have power of other states. Over 1. 35 million active military personnel - all volunteer military.
