Brac determines which military bases get moved around etc. Agency representation is described when constituents have the power to hire and fire their representative. That incumbents can provide constituency services during their tenure is an advantage in getting re-elected afforded by incumbency. Some have argued that the creation of minority congressional districts has made it more difficult for minorities to win substantive policy goals.
