• Grave Matter- polluted info can influence the perceived severity of the situation
• Small Group of Decisionmakers
• Time Sensitive
• Group Dynamics that pressure us to make a decision even when info is bad
The Use of D&D by Authoritarian Regimes
A. What Are Authoritarian Regimes?- a regime in which decisonmaking is made by a single
individual or a small group that cannot be challenged
B. Is There an Uniquity to Their Crisis Management?
• Groupthink- yes! Great deal
• Success (high degree) when DandD is used against them (highly susceptible)
• Paramount value formulation! (fearless leader is infaillable)
• No matter what leader says will be processed
• All arrows in the quiver… authoritarian leaders will do anything
• They will bite on almost anything too
• Feedback is more complex
• Who is reporting what is going on?
• Perception management is highly complex – both actively and passively
• Lots and lots of variables to consider because you are trying to nail this one
individual’s thought process
The German Interwar Experience (Germans smoke the allies)
• Versaillesdiktat
• Limitations placed on Germany by ToV (small army, no military aircraft, no
warships Uboats beyond a certain size and no subs)
• Developed all these in the interwar years in secret
• Inter-Allied Control Commission-
• Truppenamt- secret general staff (quality inspectors for the army) but the best
german planners
• Abwehrabteilung- intel group or intel battalion that was set up to make sure the
inter allied control commission was constantly unable to find things
• Why does the Allied inspection of Germany get smoked so thoroughly?
• The allies did not want to find anything
• Brits, Americans did not want to go to war so they didn’t want to see anything
