Not restricted to the interior of the cell. The plasma membrane of a cell is selectively permeable. Substances that can pass through the phospholipid layer is hydrophobic molecules (repel water; lipids), non-polar molecules (o2, co2) and small polar molecules (partially electrically charged). Substances that cannot pass through the phospholipid layer are most of the larger and/or polar molecules and charged molecules. Substances such as oxygen and lipids can slip through.
