Here is hardt and negri"s key proposition about war, which, i think, is compelling: war becomes the general matrix for all relations pf power and techniques of domination, whether or not bloodshed is involved. War has become a regime of biopower, that is, a form of rule aimed not only at controlling the population but producing and reproducing all aspects of social life (19). War is, other words, about the production of security and, more generally, the citizenship/security nexus. This is the notion that the security politics associated with war shapes the ways in which citizens can become political; in effect, it embeds politics within security. My politics is tolerable only to the degree that it does not threaten security. Extend definitions of security and you restrict the scope of citizenship rights. This is one of the important ways in which this nexus works.
