Confederation - league of sovereign entities (independent states) Each one of our 13 states is their own country, only come together for limited purposes. Problems with the articles: ratify, western land, debt, tariff, rhode island, apathy, treaty/alliance, no executive branch, no judicial branch. One state refused to ratify - maryland = hated their neighbor (va) 1778 = va sold off ohio (company) >> sell of western lands to get $ Maryland had to raise taxes in order to make $ because they had no western land to sell. Thomas jefferson = va gives away to new federal govt the western lands. Appeases maryland and they finally sign in 1781. Said that when population equaled that of the smallest existing state, the territory would achieve full statehood. 5 states - il, in, ohio, mi, wi. Free male population = 5,000 men >> elect a legislature. Total population = 60,000 >> apply for statehood.
