Citizen participation, social equity, cooperation, collaboration, etc. Effective publics" have trust, make & enforce rules, build structures, practice reciprocity, and have cultures of ethical leadership. Send the philosophers home and embrace vulgar ethics. Put rules and regulations in place to keep bureaucrats from behaving badly.
