Un peace operations are the second largest military force in the world. Today"s dominant tool for conflict management civil wars. Go once there is an invitation, intervene to keep peace. Haven"t been largely successful in stopping escalation of violence. The solutions created by the security council don"t necessarily fit the situations they face. Deployment of peacekeepers leads to genocide, at peak of violence the peacekeepers are removed. Some peacekeepers remain, they cannot do much because they are not equipped to deal with the situation. In many cases, the failure is at the level of the troops- they abuse their power. Combatants are 20% more likely to implement terms of agreement with peacekeepers on hand.
