Int"l orgs can be made up of intergovernmental orgs and nongov orgs. If there is an existing forum, then it is easier to resolve problems. Enables io members to: express legitimacy (as a function of being present and accepted into organization, establish and enforce norms and int"l law. Ios can act as a neutral community representative: legitimize actions (launder otherwise contentious political actions) You are a member of a community and you have a responsibility to that community. The int"l organization can be a neutral observer of a community. In that way of neutral observation, the un can act as a mechanism to arbitrate or stop conflict before it begins. Simple majority is required for other matters. Security council: 15 members, 5 permanent, 10 on two year membership, permanent: us, uk, france, russia, china. They have veto power: security council decisions are binding. Only pass with a majority of nine out of the fifteen members.
