However, at its deepest level, the fundamental legitimate and necessary source of this social energy is a cry for accountability (lederach 3) Voice two: the second voice we hear rises from a different source and creates a distinctive energy. Essentially this voice decries the patterns of political, religious, and economic roots of social exclusion, isolationism, and oppression that contribute to the origins of terrorism (lederach 4). We are stuck in a cycle of violence that will take time to end. Both voices call for justice, and an end to terrorism. The enemy question: threat as person and threat as social milieu (lederach 4- 5)
