Belief that war must be avoided at all costs. Unique in its goals, scope, bureaucratic organization and in its human consequences. Not a spontaneous eruption, intentionally planned, conceived, and implemented by large numbers of people. Opportunists: looking for scapegoats, political manipulation, rationale for totalitarian rule. People characterized as animals, vermin, insects, diseases. A ky element, a marker of bad intent. China weak, ussr weak, us/euro powers far away. A rising power, with rising nationalism and militarism. Us imposes partial embargo of oil in japan, economic strangulation.
