Fair to state that south korea is a miracle - economically and politically because it is a dynamic pluralistic multi party government. South korea is now ranked as the 12th most affluent economy in the world, an incredible leap in progress. North korea, on the other hand, has suffered politically and economically. Repressed their people, carried out political assassinations. Incentives: providing food, medicine, fuel, clinton administration offered to build peaceful nuclear plants for energy in north korea, security guarantees. Penalties: targeted sanctions, prevent acquisitions of nuke capacity (missiles, nuke material), luxury items, comprehensive sanctions (on almost everything going in and out) and give worker remittances, Pros: domestic legitimacy, moderate their behavior, avoids all war.
