Members of the u. s. congress represent the people. Concept of representation of the popular will is at the heart of american democracy. Present a more direct voice of the public members are elected from designated constituencies. 435 voting members in house of reps (2 yr. terms) divided among the 50 states in proportion to their total population (congressional districts) Each congressional district has a population of roughly 710,000 people. There are 6 non-voting members (d. c. , the commonwealth of puerto rico, and 4 other territories of the u. s. ) The presiding officer of the chamber is the speaker of the house elected by the. 100 members in senate (6 yr. term) two for each state. The vice president of the united states serves as president of the senate. He may cast the decisive vote in the event of a tie in the senate. Both houses in congress must pass all laws.
