Middle class culture is the normative approach and lower-classes cannot measure up to it. Education, family, and employment are based on this. This instills frustration in middle class youth who gather with similar delinquent peers and cultivate an oppositional subculture. Socially disorganized neighborhoods undermine the prosocial networks that characterize healthy neighborhoods. The negative characteristics engender a different type of culture and produce a specific physical environment. If spatially no one cares, behaviorally no one cares. Policing public order crimes attacks the roots of more serious offending.
