Oecc established in 1948 in order to administer the marshall plan. The nato was founded in 1949 to defend the west against the east. As a reaction, the warsaw pact united eastern european countries in 1955. In 1949, the treaty establishing the council of europe was signed. In 1958 the eec was created in order to push economic policy-making. Led to the creation of the european coal and steel community (ecsc) in 1952. The difference to the organizations before: these two and later the eu were based on the idea that the participating states would transfer parts of their sovereign powers to these new organizations. The idea of spill over is strongly related in terms of cooperation. Founding members of the ecsc were: germany, italy, netherlands, luxembourg, The high authority which represented the technocratic, supranational, non-political aspects. The council which represented the political and intergovernmental aspects consisting of representatives of the member states.
