Up until the 19th century the tasks of the state were mainly limited to maintaining law and order and defending their countries territory against attacks from abroad. This limitation led to the public authorities refraining from intervening with the rights and freedoms of citizens as much as possible. Post industrial revolution led to the shift of the tasks of the state where it started to provide community services and distributing wealth among its citizens. After the several economic crisis and ww2, administrations started providing public goods and services. Lastly, during recent history quality of food stuff and food production and the implementation of an immigration and naturalization policy became the responsibility of administration. To perform public duties and exercise certain powers, the administration needs: administrative bodies, civil servants. Administrative bodies are guided and bound by: procedural rules, substantive requirements. When these bodies use their public powers, they can interfere with our rights and interests.
