Chapter 6: the preliminary ruling (article 267 tfeu) Article 267 tfeu is the preliminary ruling or reference procedure by which the courts of the member states can refer questions to the coj on matters of eu law. The procedure provides the link/bridge between the national legal systems and the eu legal system. The courts of the member states may seek a ruling from the court on the interpretation of all forms of eu law. The main task of the coj is to interpret and rule on the validity of eu law so that a national court can reach a conclusion on a case involving eu law. The court should not concern itself with the application of the ruling. It is right of the national court to decide whether to refer a question and not an individual right of appeal. The court can interpret all acts of not only main institutions, but also all bodies, offices and agencies of the union.
