Outside: security is the capacity of a state to provide protection against threats from beyond its borders: ability of armed forces to fight wars and resist attack, states relationship with other sates. State sovereignty makes maintained of security outside" problematic: there is no higher authority than the state, international politics therefore is conducted in an environment that is anarchical lacks enforceable rules. Globalisation has made this inside/outside divide difficult to sustain: state borders are more fragile, governments may also frame security issues in ways that are politically or ideologically advantageous, 9/11 attacks domestic security. Police maintain domestic order and therefore have a routine and everyday involvement in public life.
