Globalisation has made this inside/outside divide difficult to sustain: state borders are more fragile, governments may also frame security issues in ways that are politically or ideologically advantageous, 9/11 attacks domestic security. Police maintain domestic order and therefore have a routine and everyday involvement in public life.
