Didn"t come from a point of one authority, came from 13 authorities. Constitution - is really vague when it comes to powers of state govt vs national govt. In favor of national: we the people , supremacy clause (national over state if there are disputes), necessary & proper clause (more powerful over time) In favor of state: 10th and 11th amendments (says that anything is not specifically granted to national govt/not prohibited to states are powers reserved to the states) State + local govts have the responsibility to conduct elections + promote safety. Different levels have concurrent powers, meaning they share responsibilities.
