Troop argues within the text that what is in question is the fairness of competition if the goal is to encourage better performance on the part of all the schools. Using an analogy, troop presents the idea that there are the important questions as to whether the standards are fair and whether or not the assessment of our performance is accurate. Similarly, troop points out that african-american students face at least two critical obstacles in regards to retention and graduation, still often being victims of segregation in regards to k-12 education and receiving generally inferior education relative to white students. Additionally, he mentions that african-americans are far less well off economically than other americans. This ethical theory would agree that without a fair evaluation, black students will for generations continue to fall behind, causing an endless timeline of disparities.
