In other words, the beat can be implicit. Beats in a piece of music are often organized into recurring cycles. Terminology (all mean: a cycle of beats): meter, metric cycle, time cycle. Conductors wave their arms around because they are visually representing the meter (showing pulses and the metric cycle)
