Consider how minority communities understood their political opportunities and used the resources to improve their status. A social institution that succeeds in acquiring a monopoly over the legitimate use of force within a given territory. A venue where groups contest rights and power (in society) A set of institutions that can allocate. The rules and practices that shape minority organization and influence. How minorities organize to shape their opportunities to influence collective outcomes. Power is dispersed among a variety of economic and ideological pressure groups.
