Minority influence will be more likely felt when there is a consensus across minority communities. Each group has its own power base and controls its own decision making. Each group has identifiable goals in mind. Interest not ideology is the glue of successful inter-group politics. The interests of pan-ethnic communities offer the foundation for a minority politics of shared interest. The 1st piece of pluralist puzzle is in place - minority groups have interests in common. Where minority interests are shared and these interests differ from those of the majority community. Interests unique to one group or part of one group.
