They cannot afford food for their every day survival: the mother speaks about the fact that her children can"t attend school, eat properly every day. She doesn"t know why she is in this situation. When she was a child, she wasn"t happy, but now she sees that her children aren"t any better off. You made a bad decision in an earlier life, and you have to put up with it. If you behave well in the current life, then you can be reincarnated into a better one.
